General rules and specific risks

Our industrial area can generally be considered as a large working area where road users are not subject to and cannot invoke the right to the same traffic rules as in public traffic.

Transportation within the industrial area often has limited visibility, heavy, bulky or protruding loads.

The traffic environment, such as the mix of roads and lanes combined with many places where we have open, indistinctheights, narrow passages, railway tracks, exits from gates mean that we need to have special traffic rules.

Within the industrial area, a precautionary principle is the basis. This means that all road users, vehicle drivers, cyclists and pedestrians, have a duty to take care at all times.

The approach is based on obligations, consideration, attention, interaction and the exercise of maximum caution in all encounters and interactions between road users.

There is neither a main road nor a priority to the right rule in the industrial area. You must never drive faster than you can always stop for obstacles or other road users.

Encounters with forklift trucks

There is frequent forklift traffic in the park. Some trucks are heavily loaded with bulky, long and protruding loads and for technical reasons cannot be equipped with warning flags, reflectors or lighting. The truck driver's visibility may be severely limited depending on the type of vehicle and other conditions.

Always be prepared to stop if necessary, but also make sure that you are visible and not in the way. Keep your distance!

Vehicles out through gates

When passing through gates, special attention should be paid to any outgoing vehicles. They may have limited visibility and often parts of the vehicle or load will protrude before drivers can see other road users. Respect and pay attention to open gates and any rotating warning lights.

Crossing railway tracks

Rail traffic always has the right of way. Railway tracks may cross streets and roads and are not always marked. Some crossings are unguarded.

In some cases, locomotives can sometimes push wagons in front of them. In these cases, there is no lighting to draw attention to the front of the train set.

Rules for all vehicles at the industrial area

  • Drivers must have a valid driving license for the vehicle they are driving.
  • All motor vehicles must have a valid third-party liability insurance.
  • Vehicle lights must always be switched on when traveling.
  • There must never be more people in the vehicle than the vehicle is designed for.
  • Seat belts must be used in vehicles where they are available.
  • Helmets must be used for all journeys with vehicles that require them, such as motorcycles and mopeds.
  • Drivers of vehicles are responsible for ensuring that their speed is never higher than is necessary to stop for obstacles or for its loads to come in motion.
  • Work vehicles in the industrial area, such as forklifts, service vehicles, mopeds and electric cars, must be clearly marked with the company's affiliation.
  • No passengers may travel on a moped.
  • Mopeds must always be driven on the roadway within the industrial area.
  • Club cars/electric cars/golf carts must be driven on the roadway within the industrial area

Pedestrians and cyclists

As a pedestrian and cyclist in the industrial area, you have a great responsibility to be visible, be present, show consideration and not stay too close to work vehicles or in unauthorized places.

  • Marked bicycle and pedestrian paths must be used on the roads.
  • As a cyclist you are unprotected, make sure that you do not keep a higher speed than you can always stop for obstacles. The maximum permitted speed also applies to cyclists.
  • Bicycle helmets are recommended.
  • Illuminated bicycle lights and reflectors are required when cycling in the dark.
  • Studs on feet and studded winter tires on bicycles are recommended for the slippery season.

Private vehicles allowed on the industrial estate

Vehicles must be approved for use on public roads.

Only vehicles classified as bicycles, mopeds (Class I and II), motorcycles (light and heavy) or cars (Class I) are authorized to enter the industrial estate.

Electric bicycles

Electrically powered vehicles classified as bicycles are allowed on the industrial park if they are legally equipped and authorized for traffic on public roads. Exceptions are self-balancing vehicles, such as Segway and Hoverboard, which are not allowed.

Rollerblades, skateboards, roller skis

In the industrial area, the above-mentioned types of vehicles and similar vehicles without vehicle brakes are not permitted.

Trailers

Trailers are only permitted if they are needed to carry out work in the industrial area.

Work requiring a trailer must first be verified by securtiy at the main gate and permission obtained before passage.

Trailers unhitched within the industrial area must be marked with the owner's name and contact details.

Caravans and motorhomes

Caravans and motorhomes that are not needed for or in connection with the work may not be brought into the industrial area and must be left outside.

If a caravan or motorhome is used as a changing room or dining room, permission must be obtained from security at the main gate before entering. The vehicle must then state who is responsible for the vehicle with contact details. Overnight stays or people sleeping in caravans and motorhomes in the area are not permitted.

Work area/prohibited area

Some areas within the industrial park are classified as work areas/restricted areas.

Within these areas, only staff who have their workplace there are allowed to drive and stay.

It is forbidden for other staff or vehicles to be in that area. Passing or staying as a cyclist or pedestrian in these areas is also prohibited.

There are signs with maps placed in several places within the industrial park and you always receive a map before you sign a pass to the industrial park. On these maps you can see on which roads and in which areas you can drive, cycle and walk.

Parking in the industrial estate

Vehicles may only be parked in designated parking lots, which must be marked with parking signs. Otherwise, parking is always prohibited in all areas.

Parking spaces marked for a specific type of vehicle, e.g. service vehicles, official vehicles, visitors, are reserved and may not be used by others.

A permit issued by the municipality is required to park in a parking space marked with a sign for the disabled.

Bicycles and mopeds must be parked in designated stands.

Under no circumstances may private motor vehicles and bicycles be brought into work premises or other buildings in the industrial park.

Work vehicles may only be parked indoors if the premises are adapted and classified for the type of vehicle parked there. If there is a short-term need to park work vehicles indoors, for example during a refurbishment, approval from the fire engineer or fire brigade must be obtained.

Visitor parking is intended for short-term visitors to the business and should not be used by own business staff.

We reserve the right to move incorrectly parked vehicles to the nearest parking lot, bike rack or the like if necessary.

Charging of electric cars and plug-in hybrids

It is only permitted to charge electric cars and plug-in hybrids at a charging box or charging station. Charging via an engine heater socket or wall socket is not permitted.

Clearance height

Many media routes cross roads at several locations within the area. The clearance height may vary.

High vehicles, vehicles with cranes or tipping bodies and the like must exercise great caution and careful planning when working and moving within the area.

Warning signs

Challenging locations on the industrial site where work vehicles and other traffic must inevitably mix and there is an increased risk should be marked with a warning sign with an additional sign indicating the specific circumstances. For example, "loading/unloading area", "reversing truck", "exit from gate", "blind corner", "encounter with large vehicle".

In and around these places, low speed, consideration, presence, margin in terms of distance, visibility, cooperation and great consideration should be given to our internal transports.

Speed limits

The maximum speed limit within the industrial area is 30 km/h, but lower speeds may occur in certain places, for example at the gates into the area where 20 km/h applies. Regardless of the posted speed limit, it must always be possible to stop safely in the event of an obstacle.

In the event of an emergency or rescue operation, the speed must be adjusted to facilitate the work of rescue personnel.

Speed limits are monitored via speed checks and violations are prosecuted according to the penalty template.

Guidelines for speed limits in the industrial area

  • 30 km/h - Standard speed
  • 20 km/h - Short distances
    • Areas with identified specific risks
  • 10 km/h - Restricted areas
    • Discourage through traffic
    • Prioritize pedestrians or commercial traffic
    • Identified risks that cannot be solved by other means

Talking on mobile phones while driving motor vehicles and bicycles

Holding and using a cell phone or other similar device while traveling by motor vehicle or bicycle is not allowed at the industrial park. Our ban aims to ensure the safe use of cell phones in traffic in the same way as in the traffic regulation, with the addition that the ban also applies to cyclists. Please note that electric scooters are also counted as bicycles.

Marked crossings over roads in the industrial park

There are marked crossings in the industrial park to make it safer for pedestrians and cyclists to cross a road. These should be used wherever possible. When you are walking or cycling on a marked crossing, you must take account of vehicles approaching the crossing. You may only cross the road if it can be done without danger.

If you are cycling and are about to enter or cross a road from a cycle lane, you must always give way to vehicles on the road. You must stop or reduce your speed in good time.

As a vehicle driver, when approaching a marked crossing, you must adjust your speed so that there is no danger to cyclists and pedestrians on the crossing.

Idling

Idling for a maximum of 1 minute applies to everyone in the industrial park.

Damage caused to vehicles

The holder of a vehicle access permit must be aware that the risk of damage due to, for example, falling industrial dust, dropped metal spikesor objects that can cause damage to, for example, car paintwork, windows and tires is significantly greater than outside the industrial area.

No compensation is normally paid for this type of damage. If you suffer damage and want compensation, you must contact the company that caused the damage.

Traffic accidents

Traffic accidents in the area must always be reported via the emergency number 026-426 10 00 regardless of the extent of the damage.

The alarm operator ensures that the necessary resources arrive at the scene. SOS is connected directly to the call in the event of more serious accidents.

Be prepared to answer the following information:

  • Who you are and where you are.
  • What has happened
  • If possible, give the address/reference location

Work on and near the road

Work on busy surfaces sometimes occurs in the area. When work is being done where there is traffic, clear and good barriers are required.

When you, as a road user, come across a barrier, you should:

  • Keep your speed down in the vicinity of the barrier.
  • Follow any additional signs and instructions.
  • Respect the barrier.

The person responsible for a roadblock has the obligation that the roadblock must

  • Be permanent regardless of the weather. Barrier tape must not be used.
  • Be comprehensive. Not leave gaps so that cyclists and pedestrians can be misled into a work area.
  • Have relevant margins and distances from other traffic and at the same time not be unjustifiably large and unnecessarily obstruct flows.
  • Be visible in both daylight and darkness. Use reflectors and flashing lights if necessary.
  • Have necessary additional signage or notices (e.g. slower speed, traffic diversion).
  • If the barrier is in place when construction personnel are not working in the cordoned-off area, it should have a visible notice to let people know:
    • Who is responsible for the barrier
    • Who is in charge of monitoring the cordon
    • A brief description of the reason for the closure (e.g. digging new sewer pipes)
    • How long the barrier is planned to be in place

Penalty template for entry permit

General information

This penalty template aims to describe the consequences of breaking the internal traffic rules and the agreement on entry permits.

Traffic violations where a person does not have a driving permit or with internal professional drivers are handled according to normal labor law procedures.

A report is created and sent to the supervisor, contact person or HR for violations of the rules in this procedure.

A parking ticket is valid for one year.

In the event of further traffic violations within one year, after a blocking of the driving permit, the right to hold a driving permit is forfeited. If the right to hold a driving license is forfeited, a new application for a driving license can only be made after 12 months.

Both serious traffic offenses and offenses that are not described in this template may be considered as traffic violations and may then lead to other measures against, for example, rules of order, employment contracts or supplier contracts.

Driving permits may be temporarily blocked in the event of certain offenses, for example to make it easier to get in touch with the person in question to be able to inform about the offense and any measures taken.

Parking violations in the industrial area

First time: Written parking ticket that is documented

Second time: Written parking ticket that is documented

Third time: Driving permit suspended for one month.

Speed violations in the industrial area

10-30 km/h too fast: driving permit suspended for one month.

More than 30 km/h too fast: the right to hold a driving permit is forfeited.

Examples of offenses that result in a 1-month driving ban:

  • Using another person's pass for entry.
  • Not registering your passage, i.e. driving through the barriers without using the pass card.
  • Not stopping at a mandatory stop
  • Bringing pets into the industrial area.
  • Bringing a person under the age of 13 without permission.
  • Unauthorized driving within loading areas and material storage areas.
  • Breaking the rules on trailers/caravans.
  • Driver inattention due to mobile phone use

Examples of offenses that forfeit the right to a driving permit:

  • Negligence (to be assessed by the Traffic Committee).
  • Parking indoors.
  • Hit and run in an accident.
  • Failure to stop when signaled by security personnel.
  • Failure to cooperate and make your vehicle available for search when entering or leaving the industrial estate.
